The Philippines has released the finalized 2026–2033 AI+ Infrastructure Master Plan with a total investment scale of $34.4 billion to build ASEAN’s AI infrastructure center.
The government aims not only to use AI but also to build, operate, supply power to, and support the entire domestic AI ecosystem.
AI data center capacity will increase 30-fold, growing from 50 MW to 1.5 GW by 2033.
The initial phase of the plan will deploy approximately 400 MW of capacity before 2030.
The Department of Energy estimates that the new infrastructure will provide operational capacity for about 152,000 GPUs serving the AI industry.
The government pledges to add new power sources for AI without reducing electricity supply for households.
In the short term, the system will use electricity from natural gas plants, while targeting that by 2033, 40% of the electricity for AI infrastructure will come from renewable energy such as solar and geothermal power.
The Philippines is also considering nuclear energy as a long-term solution under the PhilAtom Act.
The plan is built on 6 pillars including connectivity infrastructure, AI compute and data centers, sustainable energy and water, AI workforce development, policy, and application demand.
By 2033, the program is expected to create over 500,000 AI-related jobs, an additional 175,000 jobs from AI infrastructure projects, and boost GDP by 10–12% through productivity and new digital services.
