  • The Abu Dhabi Government Digital Strategy 2025–2027, with an investment of AED 13 billion (≈ $3.54 billion),aims for 100% digital government, comprehensive automation, and becoming the world’s first AI-native government.
  • Next-generation citizen services include:
    • Automated notifications for benefits and license renewals.
    • A multilingual AI assistant (15+ languages).
    • A system that processes 77% of administrative requests instantly with automated approvals for routine applications.
  • As of October 2025, the DGE has been implemented across 25 government entities with 15,000 daily active OCI users.
  • The transformation is divided into a three-phase “Crawl, Walk, Run” approach:
    1. Foundation Phase (2024): Integrating AI into Oracle Fusion Cloud.
    2. Generative AI Phase (2025–2026): Implementing 37 AI features such as HR analytics, performance reviews, procurement advising, and automated financial reporting.
    3. Agentic AI Phase (2026–2027): Building automated workflows and autonomous AI agents on the Oracle–NVIDIA infrastructure.
  • The infrastructure ensures absolute data sovereignty, with all operations contained within Abu Dhabi’s borders,while still leveraging the accelerated computing performance of NVIDIA CUDA-X and the next-generation Blackwell architecture.
  • Deloitte affirmed that the OCI Dedicated Region model in Abu Dhabi sets a “new standard for sovereign AI infrastructure,” helping governments secure data without compromising performance or innovation.
  • The DGE has already deployed over 200 AI capabilities, provided digital skills training for citizens, and promoted job creation and sustainable economic growth.
  • The strategy is projected to contribute AED 24 billion (≈ $6.5 billion) to Abu Dhabi’s GDP by 2027 and create 5,000 jobs, supporting the Emiratisation policy.
